SPRINGFIELD, Mo. -- It's time to start preparing your federal income taxes.  Wednesday is the first day that the IRS started accepting tax returns, a little later than usual.  The IRS delayed accepting tax returns until now because of tax law changes made by Congress in the Fiscal Cliff deal.
